Governor Greg Abbott signed off on the 2027 Unified Transportation Program (UTP), amounting to $138 billion in funding for construction, maintenance, and infrastructural upgrades for highways across Texas.

In August of this year, the Texas Transportation Commission approved the Texas Department of Transportation’s (TxDOT) decade-long transportation project development program from FY 2027 through FY 2036. The UTP program includes $95 billion in state and federal funding for transportation projects. An additional $43 billion is allocated for project development and routine maintenance.

The 2027 UTP project scope is smaller than the 2026 UTP, with TxDOT focusing on projects that are already in development.

Many of the projects involved in the 2027 UTP involves addressing the roads which regularly feature on the state’s list of 100 most congested roadways. The program also involves funding for Texas Clear Lanes initiatives. It focuses on non-tolled congestion-relief projects in Austin, Dallas, Fort Worth, Houston, and San Antonio. The governor’s office has stated that the Cleinvolvear Lane initiatives have since 2015 received $90.6 billion in completed, under-construction, and planned projects.

While Texas highways are a big part of the 2027 UTP program, fundings are also being allocated toward public transportation, maritime, aviation, rail, freight, international trade, and bicycle and pedestrian connectivity.

“Texas’ booming economy and growing population demand a transportation system that keeps people and products moving safely and efficiently,” Governor Abbott explained. “This $138 billion investment will strengthen our roadways, reduce congestion, improve safety, and support growing communities across Texas. By investing in critical infrastructure today, we are building a bigger, better Texas for generations to come.”

The 2027 UTP funding is 5.5?low the previous UTP investment. Despite the lower investment, TxDOT has assured to continue working on high-priority projects.

Some projects included in the 2027 UTP are:

  • Reconstruction of I-635 between US 75 and I-30
  • Interstate 30 Canyon projects between I-35E and I-45
  • Interstate 30 Projects between Bass Pro Drive and FM 2642
  • The Spur 399 project in Collin County
