Tennessee roads have proven to be in much better shape than the national average. According to the Reason Foundation's Annual Highway Report, the state’s highways rank 12th in overall cost-effectiveness and condition. The state is now on the cusp of further improvements with a milestone $9.2 billion transportation project. 

The Tennessee Department of Transportation (TDOT) selected a private sector partner, DriveTN, to deliver the $9.2 billion I-24 Southeast Choice Lanes project. The project involves expanding I-24 between Nashville and I-840 near Murfreesboro. 

DriveTN is responsible for designing, building, financing, operating, and maintaining the project and will provide an estimated $24.8 billion in concession value to the state. The Transportation Modernization Board approved this choice on August 19, with the DriveTN team including Cintra, Transurban, Tikehau Star/Infra/Capital, Ferrovial, Webber, and AECOM.

The team is proposing adding two price-managed lanes in each direction for approximately 26 miles of I-24, from I-40 nearby downtown Nashville to I-840 near Murfreesboro.

The project also includes where I-24 connecting with I-40 and I-440. 

Tennse officials says it would be the largest US public-private partnership concession to date for an interstate project. Lanes would use open-road electronic tolling with rates that change with traffic conditions. 

TDOT’s baseline design realigns or reconstructs approximately 17 miles of existing general-purpose and HOV lanes and resurface general-purpose lanes across the project limits. It includes 14 managed-lane access points, 37 bridge replacements, 3 bridge widenings, and 55 new bridges.

TDOT has mentioned the redesign would not impact the Noble Place Townhomes and the Pan-Asia Supermarket, eliminating the need for reconstructing the Hickory Hollow Parkway Bridge. 

TDOT is yet to finalize a construction schedule.
