An outdated, cumbersome application process proved a major hurdle for small businesses seeking MWBE (Minority and Women-owned Business Enterprise) certification and eligibility for New York State contracting opportunities. On July 23rd, Governor Kathy Hochul introduced a new mobile-friendly platform to replace the decade-old system.

The Empire State MWBE Hub offers modern data analytics and a redefined user experience. This cloud-based platform has made it easier for businesses to apply for MWBE certification, manage their applications and business profile, and connect with state contracting opportunities. 

Developed by Empire State Development’s Division of Minority and Women’s Business Development, the HUB replaces a decade-old platform. The new platform supports the following:

• E-submission and management of applications for MWBE certifications and recertifications
• Streamlined communication between applicants and staff
• Improved management of certification appeals and documentation
• An easily navigable directory of New York State-certified MWBE firms
• Business-development outreach and tracking
• Customer service and helpdesk operations
• Reporting and data analytics to support program management and improve customer service

The State expects the Empire State MWBE Hub to reduce administrative hurdles, miscommunication, and certification time, and to provide enhanced transparency. The Hub will help advance efforts by other M/WBE certifying agencies in the state, including NYC’s Department of Small Business Services (SBS), Monroe County, and the County of Erie and City of Buffalo Joint Certification Committee (JCC). 

The Empire State Hub builds on the Governor’s EXPRESS NY initiative, which helps government work better by addressing outdated and burdensome regulations, policies and practices.

Under Hochul’s leadership, New York State continues to lead the country’s MWBE utilization, with a record allocation of 31.86% of state contracts to certified businesses.
