VDOT Proposes 5.14% Goal for 2027–2029

Virginia’s transportation department proposed a 5.14% disadvantaged business participation goal for federally funded contracts covering fiscal years 2027 through 2029.

The Virginia Department of Transportation (VDOT) proposed an overall Triennial Disadvantaged Business Enterprise (DBE) goal of 5.14%. The new goal complies with the US Department of Transportation’s (USDOT) regulations under 49 CFR Part 26.

The proposed DBE goal is for federal financial assistance for VDOT contracts and will be effective from October 1, 2026, to September 30, 2029.

Public opinion was requested on the matter and could be shared orally or in written format with the VDOT representative, Mr. LaVara Neumon, by September 25.

To participate as a DBE under VDOT, firms must meet the following criteria:

  • Be a small business as defined by the SBA (Small Business Administration)
  • Be 51% owned by minorities, women, and/or other socially and economically disadvantaged individuals
  • Receive DBE certification from the Virginia Department of Small Business and Supplier Diversity
  • Pre-qualify as a VDOT contractor
