Minnesota Revamps DBE Program

The???????????????? Minnesota Department of Transportation (MnDOT) has unveiled new substantial changes to the Disadvantaged Business Enterprise (DBE) program in compliance with the new federal regulations and demands for fairness in public ????????????????contracting

The newly developed program includes new certification efficiencies for program participants, updated procedures for participation in projects, and enhancements to compliance monitoring for firms on federally funded MnDOT transportation projects.

One major change includes clearer eligibility requirements and the creation of a digital application process to make the DBE program more accessible for contractors who are minorities, women-owned, or socially disadvantaged. MnDOT believes the changes can help small businesses compete more fairly and increase the speed of construction bidding approval.

The???????????????? changes also align with the directions from the federal authorities and best practices, and hence have been sent to the partner agencies, e.g., the Metropolitan Council, which has lately issued a new announcement to the contractors describing the changes.
