Minnesota DOT Launches New DBE Provisions

The Minnesota Department of Transportation (MnDOT) has announced updates to its Disadvantaged Business Enterprise (DBE) special provisions, which will take effect for projects letting on February 26, 2025. 

These changes are aimed at streamlining documentation and improving clarity in DBE participation requirements.

One key update includes a revision to the DBE documentation deadline, which now requires submissions to be completed on the fifth day after letting. While no specific time has been set for the deadline, contractors must ensure all necessary documents are sent within that timeframe. Additionally, all submissions must now be sent electronically via email only, eliminating previous methods of submission.

Another major change involves the credit category for distributors, which has been updated to 40?Ecredit. This revision impacts how DBE participation is calculated and credited for project compliance. The provisions also include an updated Exhibit A and a regular dealer/distributor affirmation form, which contractors must review and complete.

MnDOT has provided links to the revised DBE special provisions, Exhibit A, and the affirmation form for contractors to access. The department has also stated that accommodations such as ASL interpreters, foreign language translation, and alternative document formats are available upon request.

These updates stand testament to MnDOT’s ongoing efforts to improve transparency and accessibility in its DBE program, ensuring that disadvantaged businesses have equitable opportunities in state-funded transportation projects.
