Clark Public Utilities, located in Clark County, Washington, has announced updates to its public works programs, including the establishment of vendor lists and the renewal of its Small Works and Professional Engineering & Architects (PEA) Rosters. These updates are meant to streamline the utility’s procurement processes and provide opportunities for local contractors, engineers, and architects to contribute to upcoming projects.
Vendor Lists for Materials and Equipment
Under state laws RCW 54.04.082 and 39.04.190, Clark Public Utilities has set up vendor lists to simplify the process of purchasing materials, equipment, and supplies. These lists will be used for purchases that exceed $12,000 but fall under $120,000, excluding sales tax.
Businesses interested in being included on these vendor lists must register on the utility’s website at ClarkPUD ProcureWare. During registration, vendors can create a profile, select the types of products or equipment they provide, and ensure their information is up to date. While this is not a formal bid process, being on the vendor list increases the chances of being selected for future purchases.
Small Works Roster for Public Works Projects
The utility is also updating its Small Works Roster for public works projects valued at $350,000 or less. Licensed and bonded contractors are invited to apply for inclusion by registering on the ClarkPUD ProcureWare site. Contractors must complete required forms, including the Small Works Roster Contract, W-9, and Insurance Synopsis, and submit them within 15 days of registration to avoid delays.

Professional Engineering & Architects (PEA) Roster
Clark Public Utilities is also accepting applications for its PEA Roster, which will be used to award contracts for various design and engineering services in 2025. The roster will support the utility’s Capital and Water Department programs, including a wide range of services such as:
Interested firms must register on the ClarkPUD ProcureWare site and upload the required SF330 form. Firms that have previously registered are asked to update their SF330 form to ensure their information is current.
