As a requirement of receiving federal funding under the Federal Transportation Administration (FTA) Master Agreement, Culver City Municipal Bus System (Culver CityBus) is obliged to prepare and submit a Disadvantaged Business Enterprise (DBE) Overall Goal for DBE participation.
Culver City's DBE objective for the three-year (FY 2023-2025) period covered by this report is 14.19%.
Culver City has reported no DBE contracts in the past three years, for which a goal of 14.22% was established. Because Culver City lacks the capacity to undertake its own Disparity Study, it has relied on studies conducted by other agencies such as Caltrans and LA Metro.
Culver City will use race-neutral strategies to meet the set DBE targets per Title 49 CFR Part 26 (especially subsection 26.51).
Some of the proposed measures include: arranging bids logistically in ways that facilitate and encourage participation by DBEs and other small businesses; providing technical assistance and other services; and disseminating information in accessible ways (e.g., in languages other than English, where appropriate).
They will also help DBEs and small businesses overcome barriers to bonding or financing, improve long-term development, and finally achieve self-sufficiency.
The CCB will enable a broad circulation of its DBE directory through print and electronic means to attract potential prime contractors and assist DBEs and other small enterprises in developing their technological aptitude to do business through electronic media.
Culver City is seeking public comments on its proposed FY 23-25 DBE goals.
