Iowa’s DBE Program Sets 5.75% Goal

The Iowa Department of Transportation (Iowa DOT) has set a 5.75% Disadvantaged Business Enterprise (DBE) participation objective for all federally financed roadway projects in fiscal years 2023-2025. This aim is related to FHWA-funded projects and is part of the department’s continuous efforts to provide equal access for small, minority, and women-owned firms in transportation contracting. 

The 5.75% goal is based on a thorough examination of DBE availability in the state and the sorts of work commonly undertaken on federally aided contracts. The agency considered both race-conscious and race-neutral measures while developing the aim. The target will be met through continual outreach, business development assistance, and support services directed at DBE enterprises. Prime contractors are also encouraged to look into DBEs for subcontracting and procurement opportunities.

The DBE program is legally mandated by the United States Department of Transportation and its goal is to level the playing field for disadvantaged enterprises wishing to work on government-funded infrastructure projects. In May 2023, the Iowa DOT held two public events to examine the methodology for determining the DBE goal and solicit feedback from stakeholders. This project demonstrates the department’s commitment to transparency and community engagement.

The significance of such programs is highlighted by larger issues about diversity and inclusion in the construction sector. For example, the federal government’s necessity to keep the DBE program despite scaling back other diversity, equity, and inclusion measures highlights the program’s vital role in the future for assisting disadvantaged enterprises.
