LaGuardia Airport Project Doles Out $2b to MBEs

It’s the largest participation rate by MBEs in a public-private partnership in the history of New York State.

The overhaul of LaGuardia Airport in Queens, New York has set records in contracting with minority and women-owned businesses. Additionally, the project has featured high rates of contracting with local businesses, having given out $775 million in contracts to Queens-based businesses.

As we have previously reported, redevelopment at LaGuardia includes a $2 billion project to connect the airport to Midtown Manhattan in under 30 minutes and more than $8 billion in renovations at Terminal B and Terminal C.

“The redevelopment includes a new 35-gate terminal, a Central Hall, a parking garage, related roadways and supporting infrastructure – all with innovative construction phasing, including building over-top of the current operation, to allow the terminal to remain fully functional while under construction,” according to A Whole New LaGuardi, the partnership behind the project.

"Today's milestone is enormously significant as we work toward a more inclusive and equitable economic recovery, and it is in keeping with our nation-leading goal to increase Minority- and Women-Owned Business Enterprises participation in public contracts to 30 percent," New York State Governor Kathy Hochul said.

“I commend the Port Authority for its commitment to breaking down barriers and leveling the playing field so that minority- and women-owned businesses have access to one of the nation's greatest infrastructure projects at LaGuardia Airport,” Gov. Hochul added. “As one of the nation's leading transportation agencies, the Port Authority is demonstrating what can be done to create more equity in our society and make sure that the economic benefits of great infrastructure projects reach all of our communities.”

While many portions of the project are already completed, including the 3,000-space Terminal B parking garage, more than two dozen new gates, new arrival and departure halls, and more, the project will be “substantially complete in 2022.”
