West Palm Beach Codifies S/M/WBE Program

West Palm Beach has officially codified its Small, Minority, and Women-Owned Business Enterprise (S/M/WBE) program, strengthening opportunities for local businesses to compete for county contracts. 

The move aims to ensure fair access to government procurement and increase participation from historically underrepresented businesses.

Under the new framework, businesses certified as S/M/WBEs will receive benefits such as preference points when bidding for county contracts and mandatory participation goals. A minimum of 20% of county contract spending will be allocated to small businesses, helping level the playing field for local entrepreneurs.

To qualify, businesses must be registered vendors with Palm Beach County and meet specific size requirements based on their industry. Companies must also be at least 51% owned, managed, and controlled by a minority or woman and provide commercially useful services relevant to county procurement. Certification is valid for up to three years, subject to compliance with county regulations.

Additionally, the county has implemented an Affirmative Procurement Initiative designed to promote equitable access to government contracts. S/M/WBEs acting as prime contractors will receive additional consideration in the bidding process, encouraging more diverse participation in public projects.

This initiative is expected to create more business opportunities for local entrepreneurs while fostering a more inclusive economic landscape in Palm Beach County.
