In order to modernize crucial infrastructure and redefine the traveler experience, Cleveland Hopkins International Airport (CLE) is embarking on a historic $1.6 billion renovation.
The multi-phase renovation, known as the “CLEvolution,” is one of the biggest public works initiatives in the city’s recent history and symbolizes Cleveland’s increasing prominence as a regional center.
The proposal, presented in May 2025, focuses on completely renovating the airport’s landside facilities - parking buildings, highways, terminals and transit connections, while keeping the airport operating during construction. The first phase is already underway, with the construction of a $22.5 million “Gold Lot” parking area next to Concourse D. It is scheduled to open in 2026 and will provide 1,600 more parking spots.
In a significant show of support, airline partners unanimously approved $301 million in additional funding to replace the existing Orange Lot with a new parking garage and Ground Transportation Center. Post completion, garage capacity will increase from 4,000 to 6,000 spaces and the facility will also house an upgraded RTA transit station, helping streamline access for travelers using public transportation. The new RTA station will inaugurate upgraded platforms and a modernized pedestrian area.
Future phases of the CLEvolution plan will include the demolition of the aging Smart Parking Garage and the development of a new, modern terminal entry. That phase, estimated at $1.1 billion, is projected to be finished by 2032, subject to additional airline permissions. This renovation is Hopkins’ most ambitious initiative to date, with the goal of improving customer happiness at an airport that is routinely ranked poorly.
Airport Director Bryant Francis describes the project as more than just an upgrade, saying, “We’re rethinking how visitors experience Cleveland Hopkins from the moment they arrive at the curb until they board their planes.”
Paslay Group, Corgan, Connico, DVA Architecture, Robert P. Madison International, McGuiness Unlimited, and Regency Construction Services are among the national and local firms represented on the planning and execution team. An Industry Day is planned for June 3 to introduce the program to consultants, contractors and other aviation stakeholders and indicate impending bidding opportunities.
Cleveland Mayor Justin Bibb states the project’s civic significance, saying, “Cleveland Hopkins is more than a transportation hub; it’s the front entrance to our city and it should reflect our region’s pride and potential.”
Cleveland’s CLEvolution is one of several airport transformation initiatives in the United States. San Francisco International Airport recently began a $2.9 billion Terminal 3 West Modernization project aimed at seismic upgrades, enhanced amenities and upgraded security checkpoints.
Meanwhile, Miami International Airport is undergoing a $9 billion capital improvement plan, which includes new concourses and increased cargo facilities.
As airports across the country modernize to meet post-pandemic demands and rising passenger expectations, Cleveland’s investment sets a high standard for mid-sized metropolitan airports looking to improve their reputation and infrastructure.
