City of Houston Completes ACDBE, DBE, M/WBE Disparity Study

The City of Houston has finalized an in-depth Disparity Study aimed at evaluating how race, ethnicity, and gender influence businesses’ ability to participate in the local economy. 

Conducted by MGT Consulting Group, the study focused on identifying disparities in contract awards, access to capital, and market participation among Minority and Women-Owned Business Enterprises (M/WBE), Disadvantaged Business Enterprises (DBE), and Airport Concessions Disadvantaged Business Enterprises (ACDBE).

Spanning the five-year period from July 1, 2017, to June 30, 2022, the study analyzed data across several procurement categories, including construction, professional services, other services, and goods. The findings reflected varying levels of disparity, bringing to attention where certain groups faced barriers in securing contracts or subcontracts in both public and private sectors. 

These results provide critical insights into the systemic challenges minority and women-owned businesses face within Houston’s marketplace.

The City of Houston encourages business owners and stakeholders to engage with the study by reviewing its findings and sharing their feedback. Input will be accepted until December 31, 2024, allowing stakeholders ample time to reflect on the data and contribute their perspectives. Feedback will be reviewed by MGT Consulting and the City of Houston to help inform future policy decisions and program improvements.

This initiative is a show of Houston’s commitment to encouraging a more inclusive and equitable business environment. By addressing disparities, the city strives to create fair opportunities for all businesses to thrive and contribute to its economic landscape.
