Delaware High School Pilot Program Boosts DBE Participation

Delaware is making strides to increase diversity in its construction industry. A pilot program implemented at Hodgson Vocational Technical High School has shown promising results in boosting participation from minority and women-owned businesses (DBEs).

The construction industry in Delaware has long faced challenges with workforce shortages and a lack of diversity. A 2022 state disparity study revealed that women-owned and minority-owned businesses accounted for less than 9% of state construction contracts in the past five years.

To address this issue, Delaware initiated a pilot program as part of the $217 million reconstruction of Hodgson Vocational Technical High School. The goal was to achieve a 7?E participation rate.

The pilot program fared better than expected, with nearly 39% of contractors participating as certified minority, women, or veteran-owned businesses. Chris McCone, EDiS executive vice president, attributed this success to increased outreach efforts.

The pilot program has provided on-the-job training opportunities for Hodgson Vocational Technical High School students wherein ten students are gaining hands-on experience in various construction trades.

Encouraged by the pilot’s success, the Delaware legislature has passed a bill mandating DBE utilization rates between 10% and 30% for projects exceeding $30 million.

“What this [legislation] can do is level out the playing field and create equity, inclusion and opportunity for people who have not always had that access,” said state Rep. Sherry Dorsey Walker. The bill now awaits Governor John Carney’s signature.
