Senator Troy Singleton and Senator M. Teresa Ruiz have sponsored a M/WBE disparity study bill which will examine the utilization of minority-owned and women-owned business enterprise in New Jersey's state procurement process. The goal of the disparity study is to inform, on a legal basis, the setting of goals for M/WBE utilization.
Part of the text in the Bill states: “Studies which demonstrate the disparity between the availability and utilization of minority-owned and women-owned businesses in the State procurement process can help provide the basis for goal-based procurement programs to alleviate historic discrimination against minority-owned and women-owned business enterprises”.
From the time the bill is passed the Chief Diversity Officer will have one year to conduct the study and submit a report on the findings and recommendations.
