The City of Turlock has set 2021-2023 Disadvantaged Business Enterprise (DBE) goals for projects carried out with funds from the U.S. Department of Transportation (USDOT) and the Federal Transit Administration (FTA). The goal for the City of Turlock, as its officials explain, is to create equal contracting opportunities for DBEs. These efforts would also include Airport Concessions Disadvantaged Business Enterprise (ACDBEs), which are the DBEs that the FTA works with.
The FTA is assisting in funding three projects during the 2021-2023 federal fiscal years. The transit projects are as follows: Operations Center Construction with $5,120,000 of federal funding, Facility Support Services Materials & Equipment with $2,370,00 of federal funding, and Bus Operation and Professional Services with $5,250,000 of federal funding. Funding has also been broken down into categories of work, with the intention of distributing the funding categories of work based upon the engineer’s estimates.
The City of Turlock has also established a Base Figure of the availability of firms in relation to all firms available for the Turlock FFY 2021-2023 FTA funded program. The City will use the California Department of Transportation (Caltrans) District 10 boundary as the market area for DBE goal setting. The Base Figure determined by the City of Turlock is set at a neutral DBE goal of 3.60 percent and a race-conscious goal of 0.00 percent for an Overall DBE Goal of 3.60% for all FTA-funded projects.
