Minnesota DOT seeks to update its DBE and ACDBE program

The Minnesota Department of Transportation has proposed statewide goals for DBEs (Disadvantaged Business Enterprises) and ACDBEs (Airport Concession Disadvantaged Business Enterprise) and is asking the public for their input on highway and transit contracts.

The Minnesota Department of Transportation has proposed statewide goals for DBEs (Disadvantaged Business Enterprises) and ACDBEs (Airport Concession Disadvantaged Business Enterprise) and is asking the public for their input on highway and transit contracts.  

The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) is requiring the Minnesota Department of Transportation to set statewide goals for DBE and ACDBE participation. The goal proposed by the FHWA is 11.27 percent, the goal proposed by the FTA is 6.27 percent on all contracts assisted by the U.S. Department of Transportation. 

It is expected that the state's governor, Tim Walz, will support the state's DOT in implementing these goals.

Virtual hearings via Zoom will take place on August 17th 2:00 pm to 4:00 pm and August 18th 9:30 am to 11:30 am where the public can discuss the plans and methods needed to reach the goals. 

The list of goals and executive summary is available for the public for review until September 9th from 8:00 am to 4:30 pm at the Minnesota DOT and online at
