On May 21, 2024, Mayor Eric Adams announced the establishment of the 2024 Charter Revision Commission, led by Carlo Scissura. The Commission’s primary goal is to review the New York City Charter to ensure it remains effective and responsive to all residents. Among the proposed amendments is the formalization of the Chief Business Diversity Officer (CBDO) role within the Charter, a significant move aimed at enhancing support for Minority and Women-Owned Business Enterprises (MWBEs).
This initiative will make the CBDO the key point of contact for MWBEs, tasked with evaluating existing policies to reduce disparities in procurement processes and recommending necessary changes to improve outcomes for these businesses. The establishment of this role is expected to foster greater equity in city contracts, ensuring that MWBEs receive the support and opportunities they need to thrive.
In addition to the CBDO role, the Commission is proposing several other amendments addressing crucial issues such as public safety, fiscal responsibility, and cleanliness in city operations. These amendments include expanding the Department of Sanitation’s authority to clean city-owned properties and requiring earlier fiscal impact assessments for proposed local laws to encourage informed decision-making.
Public hearings have engaged diverse communities across the city, gathering feedback from residents and stakeholders. The proposed amendments will be presented to voters during the general election on November 5, 2024, marking a significant step toward modernizing city governance and improving equity in business opportunities for all New Yorkers.
