The US House of Representatives has approved a $400 billion minibus appropriation package on a party-line vote. This package included funds for the United States Departments of Agriculture, Energy, Housing and Urban Development (HUD), Transportation (DOT), Veteran Affairs (VA), and Food and Drug Administration (FDA).

The legislation's passage caps off days of debate in the House and comes after congressional negotiators spent weeks crafting the bills in committee ahead of the previous July 4 recess.

The House still has six annual spending bills that leaders hope to bring to the floor later this month.

The legislation includes funding for several Democratic-backed priorities, including an 18 percent increase in spending from the current fiscal year for the Department of the Interior, the Department of Energy, and related agencies, as well as double-digit increases in areas such as military construction and the VA, HUD, and DOT.

The House also approved a 17 percent increase in financial services and general government funding for 2023. It includes funding for the Small Business Administration, election security grants, and Democratic-backed measures to rebuild the IRS to ensure wealthy corporations and individuals pay their "fair share."

The Bill would provide $323 million to develop and manage 3,500 new Section 202 houses, $31 million to support budget-based rent increases for Section 8 dwellings, $6 million to raise Section 202 / PRAC rates before conversion, and $125 million to renew service coordinator grants.

The law provides $25 million for intergenerational housing, 140,000 new Housing Choice Vouchers, and $10 million for elderly adults' home modifications.
