A package of three bills is being considered for introduction by the Baltimore City Council in hopes of improving the inclusion of minority- and women-owned businesses in City procurement. An audit was recently conducted of the Minority and Women's Business Opportunity Office (MWBOO) which was found to be lacking enough enforcement and tracking.
The Baltimore Business Inclusion and Empowerment Legislative Package will include the Council Bill 21-0068 which will allow permitting the City Purchasing Agent to waive irregularities in bids or give the contractor an opportunity to fix any irregularities.
Council Bill 21-0069 will require the Director of the Department of Finance to introduce an annual report which will summarize data received according to the reporting requirements. Council Bill 21-0070 by contrast requires that City agencies conduct and present market research into availability before waiving requirements in relation to MWBE contracting goals.
