High DBE Rates in Illinois Tollway’s $103m Contracts

The Illinois State Toll Highway Authority, or Illinois Tollway, announced $103 million in contracts for construction and engineering services.

Among the projects is a contract for the construction of a maintenance facility at the eastern end of the Jane Addams Memorial Tollway, or I-90.

The addition of $103.3 million in contracts from the Tollway Board ups the total to $267.2 million in 2021, the tenth year of the program which so far has invested $8.9 billion since it was enacted in 2012.

According to the press release announcing the September contracts, “the Tollway’s maintenance facility on the eastern end of I-90 will be relocated from the Schaumburg I-90/I-290 Interchange” and will include the building of a “state-of-the-art” facility. 

Additionally, “the new Hoffman Estates (M-5) maintenance site project will include construction of a 95,797-square-foot, single-story building adjacent to Central Road that will serve as a fleet hub, maintenance garage and Illinois State Police office. The new facility is designed to optimize its efficiency to meet expanded system needs, as well as meet Leadership in Energy and Environmental Design (LEED) certification for sustainable design and construction.”

In order for construction to meet LEED certification, the reuse and recycle of “at least 75 percent of construction waste on site” is required as well as “use of recycled content and regional materials in the new facility,” among other environmentally friendly measures.

The contracts announced include five prime contractors and consultants and 32 subcontractors and subconsultants that are certified as disadvantaged, minority, or women-owned business enterprises. It also includes nine subcontractors and subconsultants that are certified as veteran-owned. According to the press release, “commitments for D/M/WBE participation range from 23.12 percent to 80 percent per contract and commitments for veteran participation range from 1.64 percent to 10 percent per contract.”

The two biggest contracts in terms of dollars are a $43.5 million contract to Lorig Construction Company for roadway and bridge reconstruction between I-290 and St. Charles Road and a $33.8 million contract to the George Sollitt Construction Company for the construction of the Hoffman Estates Maintenance Facility.

The remaining nine contracts range from $2 million to $4 million and can be read on the Illinois Tollway website.
